Saint Louis Public Schools Names Kim Dutch as New General Counsel

ST. LOUIS, MO — Saint Louis Public Schools (SLPS) is proud to announce the appointment of Kim Dutch as General Counsel. A distinguished attorney with extensive experience in urban education law and organizational compliance, Dutch will lead the district’s legal department and serve as a strategic advisor to the Board of Education and Interim Superintendent.

Dutch joins SLPS with a proven track record of managing the diverse legal, policy, and governance issues that impact large-scale school operations. She previously served as the Deputy General Counsel for Compliance and Ethics for the School District of Philadelphia. In that role, she was a vital partner to district leadership, navigating complex regulatory environments and advocating for the operational integrity of both traditional and charter public schools.

"Her deep understanding of the complexities of urban school districts, combined with her innovative approach to compliance and risk management, makes her the ideal leader to protect our district's interests while we focus on our primary mission: student success."

Most recently, Dutch served as Senior Counsel for Compliance at the transportation technology firm HopSkipDrive, where she led companywide initiatives to meet stringent education and labor regulations across various states. Her background also includes years of private practice in civil litigation, giving her a comprehensive perspective on defense and liability matters.

Dutch earned her Juris Doctor from Rutgers University–Camden and her bachelor’s degree from Rollins College. Her appointment is effective February 2, 2026.
